Water, sewer and trash

Inside the city limits, the City of Lubbock Utilities provides water, wastewater and trash pickup. Trash collection is billed with your water service, so you don't need to call a separate company.

Got big stuff to toss? City residents can drop off furniture, brush and appliances (no refrigerators or freezers) for free at four Citizen Convenience Centers, Monday through Saturday, 8 a.m. to 5:30 p.m. Bring your driver's license and proof of Lubbock address. Locations: 1631 84th St., 208 Municipal Dr., 7308 Milwaukee Ave. and 4307 Adrian St. Details at mylubbock.us/190/Solid-Waste.

Electricity: who serves you depends on where you live

Inside Lubbock city limits: Lubbock Power & Light (LP&L)

Since Lubbock joined the Texas competitive electric market in 2024, most homes in the city choose their own retail electric provider. LP&L still owns the poles and wires and handles outages, but you sign up and pay your bill through the retail company you pick.

  • Compare plans and sign up: PowerToChoose.org, the official comparison site run by the Public Utility Commission of Texas. Read the fine print before you sign up.

  • LP&L outages (24/7): 806-775-2509 or email [email protected]

  • Pro Tip: Before choosing an electricity provider, call its customer service number. See how quickly you can reach someone, whether they answer your questions clearly, and whether the service meets your expectations. The lowest advertised rate isn't always the best overall choice.

Rural areas and the edges of town: South Plains Electric Cooperative (SPEC)

South and southwest of Lubbock: Lyntegar Electric Cooperative

Based in Tahoka, Lyntegar serves rural members in all or part of 11 counties, with offices in Tahoka, Lamesa, Seagraves and Sundown.

Some surrounding areas: Xcel Energy

Not sure which one serves your address? Ask your landlord, builder or real estate agent, or check the previous owner's utility bill.

Natural gas: Atmos Energy

  • Start service and billing: 888-286-6700 (Monday–Friday, 7 a.m.–6 p.m)

  • Smell gas? Leave the building right away. Once you're at a safe distance, call 911 and Atmos Energy's emergency line, 866-322-8667. Don't flip switches or use your phone inside.

Internet and fiber

Lubbock has more choices than many cities of its size. Availability depends on your street, so check your address on each provider's site.

Tip: The FCC's National Broadband Map shows every provider that reports service at your exact address.
