Changes approved by the University Interscholastic League's Legislative Council could reshape competition for Lubbock and South Plains schools over the next several years. The council backed first-round home-field advantage for team-sport playoffs, a phased-in 35-second varsity basketball shot clock, and a girls flag football pilot.

These changes are not yet in effect. The Texas Commissioner of Education must approve the rule amendments.

  • First-round playoff home field: Planned for all conferences and team sports beginning in 2027–28.

  • 35-second basketball shot clock: Classes 5A–6A no earlier than 2028–29; 3A–4A no earlier than 2030–31; 1A–2A no earlier than 2032–33.

  • Girls flag football: A proposed pilot in no more than two classifications, no earlier than 2028–29, with further rules still to be developed.

  • Friday football broadcasts: The council also approved allowing linear broadcasts when both schools agree.

The phase-in matters for area districts spanning several UIL classifications, with implementation dates varying by school size. The council's actions came on October 19.
