The Lubbock City Council was scheduled to consider adding large-scale data centers to the list of issues it will raise with state lawmakers on Tuesday. The agenda item would amend the city's 2026-2027 Legislative Package to include a discussion with the city's delegation about how large-scale data centers could affect public utility resources and city infrastructure.

The item would not adopt a local data center ordinance. Council was scheduled to convene at 3 p.m. at Citizens Tower, 1314 Avenue K, and immediately recess into executive session. Vote results were not available at press time.

How this connects to the moratorium

In September, the council approved a process for a 90-day data center moratorium, with the option of a second 90-day period, The Lubbock Report reported. That agreement with the group Save Lubbock also calls for adding the data center discussion to the city's legislative agenda, the report said.

Zoning rules come next

Separately, the Planning and Zoning Commission is expected to consider proposed data center rules Thursday, The Lubbock Report said. City Manager Jarrett Atkinson estimated the first of two council votes on those rules would come Dec. 1, according to the report.

  • A 300-foot minimum setback from all property lines when any part of the property is adjacent to a district other than General Industrial or Light Industrial.

  • A 500-foot setback for on-site power generation, transmission and distribution structures.

  • A noise limit of 57 decibels at all property lines.

  • A new specific use application for expansion exceeding 10% of the electrical load or water usage listed in the permit application.

  • A decommissioning plan and letter of credit for sites with on-site generation.
