4. State reprimands Lubbock judge Frank Gutierrez
The Texas State Commission on Judicial Conduct publicly reprimanded Lubbock Justice of the Peace Frank Gutierrez over his handling of a debt-collection case and his failure to cooperate with the commission’s investigation.
